Weapon procs and weapon speeds.

I was wondering if all weapons have the same proc rate? Including 99 sc weapons and 100 quality sc weapons? If not which proc more than others. If someone could answer that for me please thank you.

Also..

Does having a 2.4 offhand weapon speed up the swing speed when using a 4.2 mainhand. Also what is the preffered weapon speed combo most people use? Is there a weapon speed calculator for Phoenix?

I think faster weapons will proc more but I'm just guessing and could be totally wrong.

The only reason fast weapons proc more is because they swing more often and thus have more opportunities to proc. As far as I know all weapons have the same % chance to actually proc.

I can just say I have a sidi 6.0 hammer on my skald, it procs quite a lot, it s a troll, low qui, On reaver i cap swing at 1.5 on a crafted 3.0 weapon, i feel it procs much less, imho the speed counts but these r feelings, i didnt test.
also i d like to know wether craft and sidi have different proc %, i read sidi should be better but dunno

I'm fairly sure offensive proc %s scale with attack speed in that whether you attack at 1.5sec or 4.0sec you should see a fairly close # of procs in a given amount of time.

If they're using the code from Live (and I'm sure they are) then slow weapons have higher proc chance than fast weapons so that over time the amount of procs that happen is equal, in theory.
