You might have selected a disallowed class/race combination. Not all class/race combinations are allowed on Phoenix, an example is the Celt Nightshade. The character creation screen will allow you to go through the motions of creating a Celt Nightshade but when you finish the character slot will be empty as if nothing ever happened.
