The Lost Relics (Quest)

http://camelot.allakhazam.com/quests.html?cquest=1796 - Is this quest available on Pheonix? The reward (Defender's Cloak of the Clear Mind) is part of a template I am building but I am unable to start the quest. Maybe there is a pre-requisite I am missing or the steps are different on Pheonix?

If this is a part of the epic quest then no it is not implemented. Only the last step of the epic is. In fact almost no quests are implemented, you can see the list on the wiki.

Yeah, there are only about a dozen quests implemented per realm and a lot of those are class specific.
