Same drops, different stats: Why are Dragon Drops stronger in Albion compared to Hibernia?

Hello,

i'd like to ask,

1.
why the Fine steel Longsword Drop from the Realm Dragon does have a 25% Haste-Proc in Albion,
but having the exact same other stats only a 20% Haste-Proc in Hibernia?

2.
Same as the Ring of Tarka'oz.
In Albion it has +4 All Melee and the other Stats on it, while it has only +3 All Melee and the other Stats in Hibernia.

All these items do cost the same amount of feathers.

There are hundreds of questions like this, but don't expect to get a good answer..

For example: The Hauberk of Valhalla in Mid have a HoT proc that heals for over 300(!!) hits, when all the other dragon vests have the old 100 heal proc. All dragon vests got the new powerful HoT way later than 1.65, but atm only Mid have the stronger version. Heals for 150% of the TG vest value..

its no hot ist regen... so as soon as you have desase it heal zero

It overrides/doesn't stack with shaman HoT atleast, but idk. Like many other items here the lvl requirements for the proc is incorrect aswell; it says lvl 50 (or 47?) req but works at a lot lower lvls (atleast it did a month ago). Nice to have a 300 value heal proc on a lvl 40 char..

same with all other procs and as far as i know this is also intended, btw i think its something like proc lvl-5 lvl .... so as a lvl 1 you can not use lvl 50 stuff

that's because the shaman doesn'T have HoT but also only regen-buffs (which is also the reason why shaman healing sucks)
regen-buffs suck in combat. Even without desease.
