Realm timer clarification

I'm not sure if this is the proper place to ask, but I've had a hard time finding consistent information on a number of topics here. I searched through the patch notes and noticed that the realm switch timer was changed to four hours and that there is the /realm command. Typing /realm shows that there is no current timer. I'm just curious: is it that the timer only begins once I've stepped into a rvr zone? If I have a timer, is it forbidden to pve on the other realms? If I have a timer am I only barred from entering an rvr zone in another realm? I don't mind regardless of the answer, but could you clarify to prevent me from an unnecessary ban?

To see your timer you have to use /timer.

The timer now starts when you are in a RvR zone like DF or NF. Once you killed something, a player or a Mob you will be bound on that realm for 4 hours.

You can always switch to another realm and do pve in the normal land but you cannot go to nf/df. If you try to port it will block you saying you have a timer.

- the realm timer now only covers rvr zones (nf, bgs, df, summoners hall)
-- you can now always log in to other realms and are just prevented from entering the rvr zones
-- bg messages from an rvr zone are only shown when also in an rvr zone
