i spent some time around the forums but either missed it or dint find.
when phoenix goes live, what happens to realm selection? 1. will it be the same like it is now? 2. will there be any time penalty when logged in, and wanting to switch?
1. No - there will be a 12h Realm switch timer. 2. We might have a "lockout" period from logging into the account but nothing has been confirmed internally. We will also some sort of "loyalty bonus" to reward players who stick with their realm and do not switch realms.
Just to clarify this for my choice on my 'main' realm. You speak about a lockout mechanism, is that like the system used on other shards? Where you have to activate a realm switch and wait a period of time?
Or will the system be more like the current login screen, where you can pick a realm and if you haven't played another realm for the past X hours it will log you on?
For me choosing a realm is always difficult, since I have friends spread over the realms. So a system where I could choose the realm I want to play when I log on would really help me out in playing with all of them.
A related question is character creation. I would like to have a few names that I've always used in the past. At launch, will I be able to go to the character creation screen, create my characters in realm A and then relog to create characters in realm B? This without actually logging into any of my characters before I've created the ones I want.
12h seems awfully low, probably lots of relic hoppers. Suggested on Uthgard to have a 48h lock for switching to realms that recently won a new relic (if not initiated previous to the take). Loyalty bonus is cool

12h is great and works perfect. If people want to switch realms they should be able to switch. That's the beauty of DAoC, all realms are really fun to play.
Hopefully the loyalty bonus is good enough that it will discourage people from switching realms too often.

I would agree with you, but it depends on what the loyalty bonus is. If the bonus is better then a reason to hop realms then it isn't a big deal about a 12h timer.
We havent announced it yet, but our relics will give in general less +dmg and they will need some time to recharge. It will take an amount of time (speaking of roundabout 14 days) till a realm gets the full bonus of a relic.
So if one realm raids 3 relics in one day, the realm will not have the full bonus. We hope to keep atleast some people from realm hopping and also the other realms have enough time to try to raid the relics back. A nice sideeffect of this mechanic is, that you only have to pick up a relic to start this recharge timer again.
Example: 4 grps raiding a relic, they are fast and are able to pick up the relic, but getting stomped but the defenderzerg when leaving the relickeep. Defenders retun the relic. I guess everyone of us has experienced this situation before. Normally the attackers would be disappointed because of getting nothing after whatsoever many hours of organization.
But on our server it is different. The attackers didnt get the relic, but they were able to pick it up, so the recharge timer starts again and the realm that owns the relics will have to wait some time till it gets the full bonus of it. Even a relicraid that wasnt succesful in getting the relic, still made some "damage" to the other realm by resetting the reacharge timer.
