Question about Charge Tanks

I was noticing something looking up all dual wield tanks (MERC, BM, Zerk)

Why do Merc and BM get charge (OF) for free at level 40, but Zerks dont?

What is the reasoning behind that?

Charge is crap, it is literally just a short term free sprint. SInce everyone in RvR has perma-sprint it is literally nothing.

I understand what it is, just wondering why two realms get it but not the 3rd.

Are you seriously asking a dev to take time away from running the server to answer why a class doesn't have an ability that does literally nothing?

How is it favoring when the skill is pointless? They have a lot of other more important things to worry about. You got Determination, be happy.

Or just ignore it and move on...there are a ton of other things to think about before worrying about giving a completely useless skill to a class that it will do nothing for.

The reasoning is simple, bm / merc had it, zerk did not. Same reason zerk doesn't have flurry or shield spec.
