Question about champion debuffs

Read on the forums that the debuffs multiply based on the buffs that the enemy has at the moment. Is this true? If so, what is the multiplication?

I don't know the numbers off the top of my head but this is how all stat debuffs work. Example with fake numbers:
I have 100 strength, no buffs. Someone uses a 25 delve str debuff against me. I have 90 strength now.
I have 130 strength, with + 30 from buffs. Someone uses a 25 delve str debuff against me. I have 95 strength now.

Basically debuffs are MUCH MUCH more effective at reducing the bonuses from BUFFs, but not the +strength you had from your base stats or equipment.

If I had to guess it's something like debuffs are half as effective or even a quarter as effective against non-buffed stats and something like 2x more effective against buffed stats. They aren't all the same, I want to say Champ is maybe like 2.5? Fuzzy memory but you get the idea.

It would really be nice to know what the effectiveness is of delved debuffs if they are using some sort of custom system here. I don't think I've seen anything detailed in the patch notes concerning this.
