Grouping is not illegal. Botting is illegal, regardless of client IP's.

1.1 Multiple Phoenix accounts are not permitted and will be banned without warning. There may only be one account per person. Measures are incorporated to detect multiple user accounts.

How can I play together with my wife? We have the same IP address, both PCs are in our home at the same modem.

As long as there is one person per character there is no issue. It doesn't matter if its the same IP as long as there are two people playing two characters!

Just to add to Maxim's comment, playing from the same IP is not a problem as long as there is 2 bums on 2 seats in front of the games ...
NB: you do however need to take extra care at all times to ensure there are (again) 2 people in control at all times, because if you start exhibiting 'botting' behaviour then we as GM's can only go by the behaviour exhibited in game, and there will be no 'this account is OK' flag if a 2 bum test is successful once. If botting behaviour is exhibited in future you absolutely can and will be pulled up for it regardless of previous encounters.

So in short, if your wife is off to the shop, get her to log off. Not yet home from work and you want to play - play a different toon until she gets home. You get the idea. Check the ban sub forum and take a guess at how many of those people tried to explain a botted account away as their wife's. Maybe some were even, and if that had happened when the wife/hubby was higher level with investment at live? Botted account gets permabanned, active account gets increasing time ban per offense. You don't want to have to explain why your wife's account was permabanned to her, and we don't really want to do the paperwork involved, so just don't.
