Padding Merchant

I cannot find any detail on this, what is the purpose of the Padding Merchant? I assumed it was for Armorcrafters to get out of needing Tailoring for certain armors, but it doesn't seem to do anything when I click on the prompts?

At level 50, when wearing crafted armor, it can change the size (padding) of your shoulders, gloves, and boots; it doesn't work on dropped items.

It brings up a preview of what your armor padding will look like, next to the merchant. You click on one, then hand that armor piece in and it changes. Free
