Not sure if this has been answered yet, but I wasn't able to find the information. I know there are some custom RA changes but generally speaking is Phoenix going to have Old RAs or New RAs?

From my knowledge, phoenix will use Old RA's with some quality of life modyfications, like detter for hybrids.

Our Base is 1.65. Which means old RA's but take a look at our QoL's. We changed a lot.
