Changes are designed to balance, fix or enhance the experience of an OF timesetting. We actively take on board suggestions, with changes coming about from group decisions within a sizable staff pool from diverse backgrounds - geocultural, game experience, developmental vs wishful etc. I would say that we have pretty good coverage when it comes to attacking change discussions. And if there's need, there's some history of taking decisions further to the public as well, which you can see from the forum activity, or if you have participated in many first hand discussions during the alpha period.
