Will it be spec points or will have + to skill items give the higher ranks, so say going 45 stealth on my scout with +10 to stealth, would that net me the MoS 9 or would i have to go full 50 in stealth?

Base spec like all abilities gained from speccing something. Similar to Guard 1 / 2 / 3 for shield spec or Critical Shot xy based on archery spec.

To add on this, would comb stealth higher than 50 affect detection in a way that it would be worth to keep stealth at 35 past RR5?
Also, are you planning to remove true sight as well, now that you got rid of see hidden and changed the way MoS works?
