Melee snares values in %

Hello Team,

what is the reason for the higher snare value compared to live?
Phoenix:
"Target moves 60% slower for x seconds."

Live:
"Target moves 40% slower for x seconds."

Did the values get different with the stylechanges on live or am I missing something here.
Would be nice to know.
