Insta DD charge items?

Are any of the offensive charge items insta-cast? (dd/dot/lifedrain?)
The Lost Stone of Arawn quest in Alb gives a DD charge staff but it has 2 sec cast time.

They used to be instant cast. They all have cast times now apparently.


They should be instant cast if you temp with them, because they are pointless with a cast time.

Is it literally an interruptable cast? Because if not it's still useful. Pointless to use if you die within the time it takes to go off anyway. Unless you like that retarded 3 quickbars full of insta charge DD nonsense.

Crafted dd-charges are still instant afaik.
