Help Remove Ban for Qsha, and the Server rule, u can follow people or not??????

first, Server rule Phoenix freeshard rules
Naver say cant Follow people.or add any fight.
second, if 3rd offense soulde be 7 day ban, not be permaban.
third, Server rule sould be make a right Follow or cant Follow people the right rule.Make the right rules let us know.
final, Make the right rules, and Remove Qsha BAN plz.

1st offense: Warning
2nd offense: 3-day ban
3rd offense: 7 day ban
4th offense: 4-week ban
5th offense: permaban of player
