General Question about debuff S/C or Attack passive Pet casue speed breaking

Hello everyone , i would love to understand why SC Debuff by Sorc/Eld/Sm for example breaking speed. I rly dont remember this on uthgard or on live.

Also attacking passive pet should not break speed if i remember it right. I dont know if it was right on uthgard, but if someone hit your passive pet, u didnt loose speed.

Any Help and Backround Knowledge welcome.

Is it instant or eventual?

Because anything that puts you into combat should break speed ticks, albeit not instantaneously. And stat debuffs do put you in combat.
