Engage Ability Question

I have been playing the game a long time and there has been several changes to engage over the life of this game.

I remember utilizing this in rvr before pots to drain opponents end, using it to block a Creeping death stun from an assassin after pa.. So many things I used to use it for.

So from what I can remember if the target was above 70-80% health you could engage them.
Its not working like that here, if one of my 80 damage reactive go off on the shield or their in combat it fails.. even though they are still at 99% hp

Is it working as intended? Can you explain to me when it works and doesn't possibly when it comes to PvP

there was always like a % of health the person couldn't be under for it to work. looking at the delve in game says 90% and also says capped at 60% in rvr. so in essence, only useable on arrows that ill just block it at a high rate without it. Heal proc is a great idea. no idea why that never dawned on me lmao

Would be totaly new to me, that engage would work only against targets above x% of health. Afaik engage should work as long as the enemy ist not "in fight" - did not have taken dmg form any source within the last 10(?) seconds.

You can not mezz mobs under ~70% health, maybe you mixed that up?

Engage from my experience was always only usable against those not in combat. I would engage a ranger and someone would hit him but then get mezzed or something, and I could no longer engage and would just have to charge at them after that point. Like above I think you're thinking of the mez requirements vs hp, otherwise it said they were enraged or whatever and spell failed.
