Don't understand item turn-in

I understand that it was nerfed from beta so that you can only turn in 10 items per level, regardless if they are the same or not.

Here's what I don't understand: I was level 47. I turned in a stack of 10 Danaoin Harvest List (which is 44-48).
That dinged me to level 48 - a new level.
I then turned in a stack of 10 Bronze Thrawn Ogre Thresher Spear Tip (which are 46-49).
The NPC only took 8 of the 10.

What am I missing here ?

You handed the guy a stack of 10.
The first 8 leveled you, the remaining 2 went towards your current level (48).
If you look at the log you'll see at what point you leveled and how many were turned in after that.
