Does RA Mastery of Arms affect archery fire rate?

The description of this RA states it increases melee attack speed. It is my understanding the Archery is considered a melee attack. Does this RA increase bow speed? If not, why not... if Archery is considered a melee attack?

Mastery of Archery is for archery speed. You can check the charplaner.
