Yes its stated in the server rules. The purpose of the rule is whatever the devs say it is.

Just read the banpost and then you know why he got banned (for insulting the staff and threatening to DDOS the server).
Read the rules: "8.5 Any chat window must be covered when streaming."
If you stream without covering your chat you will get a warning (for the 1st time) and everything is fine as soon as you cover the chat then. But if you insult the staff after getting warned and threatening to DDOS the server, then you will get (time)-banned.
