Pretty sure theres an alchemy charge that gives the 11.3 dps delve dmg add for 30 seconds. its not a proc, its a /use charge on the regular 2:00 timer.
This means its craftable and can be applied to any level piece of armor/weapon and /used from your backpack.
99% qual gets 7 charges max, 100% qual gets 10 charges max, regardless of level.
Can maybe find a 100% qual lvl 10 item on housing for under 100g.
