are we going to have this in game on ALL realms? or just a few..?

good question, I feel like they wouldn't leave it unbalanced between realms but that's just my feeling so far with their changes being pretty well thought through (from my POV)

have you checked the feather vendors?
Maybe there are items there with the charges already

But not for each realm (and class) during 1.65. I'm very new to Phoenix, so I don't know what their item balancing to 1.65 is like. I can tell you it's extremely difficult to get the item tables accurate to 1.65, but given the balancing efforts from the devs I've read so far I would be really surprised if they didn't give equal access to every realm.

I would really like to hear something official about this too.

It is a little difficult to comb through the items on Zam but they usually have (old) or something like it for the classic items. The most reliable way to know what is available and what isn't is to visit the Feather Merchants in the capitol cities. When I first came to Phoenix I went to the Feather Merchants and looked over potential items in each one and took a screenshot of each item that interested me. I haven't yet, but it would be a good idea to organize those screenshots into another folder in your computer and name it "potential template items for ranger" or something similar depending on your needs.

Yeah I should probably do that to get a baseline idea. Usually this is a hot debate so I was surprised that there wasn't a definite answer already. I'm quite familiar with archived ZAM, and I sort of hope this server takes it as a guidance with their own exceptions (sort of like they seem to be doing with a lot of things) instead of trying to stick strictly to 1.65 items (which is almost impossible to accomplish).

Edit: It does appear the items are not strictly 1.65, which means charges for all realms. Cool

What exactly do you guys mean by ‘Feather merchants’? Do you mean the ones that give the free gear in the main port zones like Druim Ligen, Castle Sauvage, and Svasud Faste?

No, there are merchants in each city that you can buy loot from for Phoenix Feathers.
