why give us charge . a hope to cope with casters. when it does not do what it says . cannot be mezzed rooted or snared for 15 secs and loose no end . but as soon as you try it you get slowed by every toon in the game has it , so what good is it.

Charge here isn't like it is on live, here it only allows you to sprint without end loss

the live version of charge exists to counter the speedwarp

and brittle guards to help counter charge ^^

and bodyguard to counter charging melees.

And to answer the question of the Op:
We have OF charge in, not NF charge. When we switched to NF RAs, it was intended to not switch to NF charge, as it would have needed it counters (speedwarp and bodyguard too).

then add charge nf light/hybrid tank + speedwarp for caster + battleguard for tank with 50 in shield + zephyr for healer/archer + mez poison for assa = all happy !
