Character creation and 12 hour realm swap

Will creating, but not playing, characters on a particular realm trigger the 12 hour wait to swap realms? The reason for the question is that I only created my characters on Midgard this past weekend and I am tempted to do so on Albion in case Midgard ends up with the most population.

I'm in a similar but slightly different scenario so I decided not to make a new thread.

During the stress test I made some Mid toons but since then I decided to switch to Alb and want to use one of the names. If at launch I delete one of my Mid toons, will I have to wait 12 hours to create the Alb toon?

deleting all characters is always a option to skip the 12h timer.
