Chance to craft 99s/MPs

Obviously there is a variance. I am just curious what is the chance to craft each % is and what the variables are the effect that % chance. Mostly the information I am after is 99/100s, but a holistic answer would be welcomed as well if it's not an easy answer.

Is there no answer, or nobody knows?

I don't know the mechanics behind it so it looks like RNG to me, but I know computer based RNG is an algorithm. It does specify 1% as the chance to get MP when I craft now, but if it is truly 1% is very hard for me to say. I do feel I get more MP's here, but that is probably just because the crafting timers are low.

Chance to get a MP is still at 2% and yes, due to the craft timer being at 1 second it
might seem as if there are more MPs as usual but that is not the case
