recently i had a conversation with a rr9 scout and he told me that no matter how high he specs into shield / dex /moblock he is not able to rech block cap against dual wielders, its stuck to about 38%
my question is. for the reducted block chance vs dual wielders, which block chance was taking to the equasion? imo the (not cut off) block chance should be taken there, so that even with reduced block chance you can reach 60%.... otherwise high block spec it toally useless. i mean is that the correct behavior?
example:
rr9, shield 42, 293 dex, mob9 =base 81.65% block chance ..... vs 1 enemy reduced to 60%, vs 2 enemy reduced by 1/3 (81.65)= 54.4% block chance, or
rr9, shield 42, 293 dex, mob9 =base 81.65% block chance ..... vs 1 enemy reduced to 60%, vs 2 enemy reduced by 1/3 (60) = 40% block chance?
