Caster staff Proc Question

Regarding caster staff procs. Do they go off (possibly activate) upon a successful cast from the caster or go off from melee only?
And, if they do go off from cast, does this include for necro? (Either pet casted or player casted)

Melee only. You are better off using a charge on your staff.

Yeah, procs are either reacive (going off when armor or shield are being hit) or offensive (going off when weapon or shield hit an enemy). A cast can't proc anything.
