Cast Speed

Could we have a breakdown on cast speed and how it is calculated on Phoenix?
Is there is a hard cap on casting speed like the Master of the Art RA describes? ("the minimum allowed spell casting timer is 2 seconds.."

How are RAs, like Master of the Art, calculated into the final casting speed? Is it a percentage of the spell's delve cast speed? Or is it a percentage of cast speed including the increase in speed by dex?

Despite numerous official sources saying 2.0 is / was the cast speed hard cap there never was such a thing. The hard cap for every spell is 40% of delve.

Cast speed % is a reduction on the remaining cast time after dex.

I don't think there are any here, the higher dex the better.
