Can Alchemist recharge items?

I cant find any way except to see the recharger person. I'M 1090 atm.
Am I missing it?

It would be nice to be bale to recharge peoples items out in the frontier and make a little extra gold.
Pots and procs just arent selling as great as they once did. Please give me another way to make a little extra gold.
Possible Make it so you have to be 1100 or 1150 to recharge?
ALchemy costs a TON of plats to get to 1100.

Currently only the NPC recharges, no alchemy-charging on phoenix

(i am saying currently because it looks like they are considering to overhaul their charge-system and that might make above statement untrue
