Buff potions and Mastery of the Arcane

Hello,

Does mastery of the arcane effect buff potions like combined forces? I have seen answers both ways that it does or it doesn't, but would really like a definite answer. Thanks in advance!

MoArcane does affect buff potions.

+83 without
+107 with MoA9
on combined forces

Does MotA also affect caster AF shield?
