It seems it's possible to strafe and land styles. On live you would get the message "You are strafing in combat, and your attack misses!".

I have seen this message on phoenix before. I believe it was in RvR.

This is how the game has always been? Why would you think this is a bug? Strafing allows you to take advantage of natural lag vs /stick and get positionals off so there's a penalty that you might miss to keep people from strafing in combat
