There was a vault keeper in Innis in the old days, but they were in the building close to the lake. That vault keeper is missing now. I can't find the patch where they added the Innis vault. I'm pretty sure it was added to ease crafting in Innis. I know it was either added before or in the same patch as the Vault Keeper above Druim Ligen's southern gatehouse.

Vena has been changed to a Vault Keeper in title only. As clicking on her does not open the personal vault at all.
