Use Charges on Calcified Earthen Harp does not work

The 10 charges of Spec-AF buff on the Calcified Earthen Harp does not work.

When using the item it just says: "You attempt to use Calcified Earthen Harp." but without any kind of effect or use of charges.

cannot use charges on items in ranged slot? works fine in 2h slot.
