Unable to cast Animist Spirit of Wrath (lvl 22 baseline bomber)

The level 22 baseline spell in the Arborial line Spirit of Wrath is unable to be cast, the tangler pet spell appears to be taking place of the intended spell. I've tried replacing the spell on the quickbar as well as moving it to a new quickbar, no change.
