Strong Elixir of Speed alch 1000

Ive reached alch 1000+ and i can craft Strong Elixir of Speed. 17% combatspeed buff. Cant find info is that intended, but potion can be used from lvl 10. I think it should be lvl 40+. Unless its QoL.
