Strange behaviour with bow range, says target in range but when going to fire the target is out of range

Not sure what the deal is with this, but I've seen that when I go to attack a target it says it's in range.. the target doesn't appear to move but then is seemingly out of range when I go to shoot.

How to reproduce...
1. Target a mob with bow in hands
2. draw and wait for shot to be ready
2a. Text will appear in chat window, "You prepare your critical shot (5.6s to fire, target is in range)
3. Your shot never fires
4. If you try and shoot it says out of range.

Confirmed this bug when trying to shoot people from top of CK in caledonia. Stationary targets are in range for the draw and when ready to shoot the "too far away" message is given. Elevation calculation seems fuzzy.

I'm not even getting a 'target is out of range' type feedback once a target that was in range has moved out of range. I have had it happen often in Caledonia where I line up a shot, set it to automatically fire, and then my character does nothing and there is no message once the enemy has moved out of range. As soon as I select an in range target I instantly fire.

This issue has occurred countless times in PvE on my hunter, even as recently as today. It’s as if the range check at the time the arrow is released is slightly different than when you first draw back the bow. I typically try to pull at max range, so I know I’m going n the limit of the bow range, but the second range check is certainly different than the first. Could it be that the first range check takes height into consideration but the second does not?

chillsome wights north of blendrake is perfect place to reproduce the issue. Mobs do not move and you can stand on hill north of camp. Get at max range, draw bow, and message will state “in range”. When it is time to release arrow, message states out of range. Mobs never move. Range check is obviously different and I’m guessing height is the difference.
