What is the actual formula for this? +10% against buffs and -10% on non-buff stats?

After inspecting the code and talking to Schaf this requires no change, already working correctly and is in fact ripping away 1.25 away if it's a spec spell or a baseline spell that you have enough points into. Closing this out
