Tooltip shows minimum level 40, maximum level 44.
Right now i am 41 and Erech stopped in taking these items

I tested this today. I was able to turn in these items to Erech at level 40,41,42,43 and 44. Maybe what you experienced was a cap in turn in items which is 10 XP items per quest or you were trying to give him the incorrect xp item.
