Spec Stat debuffs performing differently on Sorc/SM

When i was on my SM there was a shared cooldown on spec stat debuffs, so if i popped Str/Con debuff, it would trigger the CD also on the Dex/Qui debuff, just been on Sorc and noticed that they are not sharing Cooldowns, so i can use both at once. Unsure what is the desired behaviour, but i'm guessing whatever it is they should be consistent across realms. Have not tested Eldritch.
