Skald speed is pulsing and intermittently dropping every few seconds

As of 8/21, I noticed that Skald speed is pulsing and dropping off every (roughly) 5-10 seconds. I will be running with speed and all of sudden its as if I no longer have speed for about a 1 second interval, before the speed resumes.

Noticed this as well on skald. Intermittent drops of speed for less than 1 second.

Still ongoing. Speed seems to be dropping off skald+group members more often now. I have noticed no such issue with Minst/Bard speed.
