Silver Drake Scales Quest

We were obtained the 5 Silver Drake Scales for the quest Silver Drake Scales in West Skona. However, the NPC will not take the scales. I have completed this quest on 2 other characters without any issues. The only difference this time for me is that I logged off before turning in the scales. When I logged in, the NPC does not have an icon above his head, nor will he accept them. Please advise how to complete the quest.

We still have a problem with quests when you log out or LD while doing them. You have to remove the quest from your journal and have to start it again.
