Should dealing damage to sitting targets go over cap or raise your damage (closer) to cap ?

Current implementation is that the damage-cap is higher on sitting-damage. I'm pretty sure on live the damage is modified up till cap, but not over it.

the melee damage vs sitting target was doubled
