Royal Tracker's ring is unable to be equipped and/or /use

I have dragon kill credit.
I have obtained the Royal Tracker's Ring from feather vendor.

I am unable to equip it because it says my class cannot use it. The ring has no Delve suggesting a class is required.
I also am unable to /use the item for the d/q charge. This was the reason I picked up this ring.

I guess either the Delve is bugged or there is some sort of code preventing /use. Unsure.

Is a refund possible? I just need to have a d/q charge item. This is quite the inconvenience
