Reaver DPS debuff pulse does not appear to be functioning

Tested Reaver PBAE damage debuff "Confining Curse" in a duel and it failed to reduce damage. Same damage per swing before and after debuff was applied.

Duel was against a level 50 Paladin using a 1h mace.

I tested this a few days ago in a duel and it appeared to be functioning correctly. Not sure if something has changed or I just encountered a bug the first time around.
