Reactive Retributive Tincture

This item currently on merchant works as volatile and reactive proc. Also if this is intended for volatile, it is a 11.3 dmg add will become a standard for all melee. This will def mess with melee vs caster balance you guys just established. Please consider making this only reactive.

it was intentionaly changed like this , so u able to put healprocs on shields too . to be honest theese tinctues drop realy rare and only few weapons drops got the proc itself , so i doubt it have a big inpact . i tested it on alb , felt normal , same like charge dmg add .
