reactive Mending Tincture on Shields

I read in another Issue (Feature #472) that Procs on Shields should fire active and reactive but that does not seem to be the case for the craftable reactive Mending Tinctures, it only procs on swings with the shield.

Shield also tells me "Spell hjas a chance of casting when this weapon strikes an enemy".
