Ranger & Hunter speed spell.

You are not able to get effect if you are still under combat flag, spell got resisted or failed to cast(no idea why) on yourself.

1)Attack mob/player
2)Cast spell
3)Check if spell appeared

Verified this is the case. It appears to be dependent on your "in combat" flag. This is not correct. For example, a Ranger should be able to shoot someone with a bow at range, then use Pathfinding to run away at speed unless they take dmg/negative effects from an attack.

Note this also may be related to the fact that Archers take damage at range from damage shield spells. This should not happen. There should be a melee radius around the attacker where combatants are considered "in melee range" outside of that should NOT be affected and pathfinding speed should work.

Regression. This bug seems to be back with a vengeance.
