[RA] Augmented X coming with permanent debuff of the same amount

When speccing Augmented X RAs I get the bonus but also a permanent debuff of the same amount, so it always sums up to 0.

I can verify this on my Scout. I just picked up some Aug Dex and Aug Quickness and now my dex and quick show in red and have minuses for the amount of Aug RA's that I now have.
