Quest Turn in Bug After Server Reset

I completed the quest "Retaking Lost Territory" but Commandant Hayward was one of the bugged NPCs that had disappeared on 1/16/19. When the server came back up after the reset, the journal showed that I had completed the kill, but did not prompt me to return to Commandant Hayward, nor can I simply speak to the NPC.

How can I turn in this quest? Do I (or even can I) drop the quest and restart it?

If the quest is bugged, you have to delete and start it again. Do the quest only, if you have the time to do all steps in session. After a reboot and/or crash the quest will be buggy and you have to start it again. We are working on this, but it will still take some time till it is fixed.
